Noise Mitigation Program

The Mitigation Program was implemented to reduce or avoid aircraft noise disturbance through land use planning measures. The program has been a cooperative venture between the airport, the City of Winnipeg and the Rural Municipality of Rosser. These efforts are indispensable to the noise management program by ensuring that appropriate land uses and building construction are located in areas affected by aircraft noise. 

Airport Area Zoning Regulations

The Airport Vicinity Development Plan (AVDP) was created as an amendment to the City of Winnipeg’s Land Use Plan in 1994. The AVDP was initiated to plan for development near the airport. The plan considered existing land uses, servicing provisions, the designation of transportation routes as well as development controls. AVDP references the Noise Effects Forecast (NEF) contours for the Winnipeg James Armstrong Richardson International Airport. Based on these contours, the City adopted comprehensive land use regulations in areas surrounding the airport and along designated flight paths to minimize disturbances through long-term planning efforts.

Winnipeg was one of the first cities in Canada to adopt a Land Use Plan of this nature. The City of Winnipeg undertook this initiative in recognition of the economic benefits generated from a 24-hour airport operation.

Airport Vicinity Protection Area Bylaw: Regulates land use in neighbourhoods affected by airport noise.

The Airport Vicinity Acousitc Insulation Bylaw 6419/94: Designates acoustical building standards for new construction and renovations in neighbourhoods affected by airport noise.More information is available on the City of Winnipeg website.
