Required documents

All applicants for a security clearance must submit the following original valid documents, as well as the required security clearance forms.

Required documents for each applicant type

Canadian citizens born in Canada

  • Original birth certificate (no baptismal certificates).
  • If you don't have a passport, an original, valid Canadian government-issued photo ID (ie: driver's license) will be accepted.

Children born outside Canada to a Canadian parent

  • Certificate of registration of birth abroad.
  • If you don't have a passport, an original, valid Canadian government-issued photo ID (ie: driver's license) will be accepted.

Naturalized Canadians and landed immigrants

  • A Canadian Citizenship Card, a valid Permanent Resident Card or applicable IMM Document.
  • If you don't have a passport, an original, valid Canadian government-issued photo ID (ie: driver's license) will be accepted.

Refugees

  • Documentation from Citizenship and Immigration (CIC).
  • Letter confirming your claim has been accepted by the Refugee Protection Division AND a valid work permit (IMM1442).
  • If you don't have a passport, an original, valid Canadian government-issued photo ID (ie: driver's license) will be accepted.

Other applicants born outside Canada

  • A document that indicates your legal entitlement to work in Canada (ie: valid work visa/permit).
  • If you don't have a passport, an original, valid Canadian government-issued photo ID (ie: driver's license) will be accepted.

Please note:

  • You may be required to provide additional information.
  • The names on your application must be exactly the same as those on your identity documents.
  • Work permits or visas that are limited to a particular employer other than the employer sponsoring the application or a location other than Winnipeg Richardson International Airport will not be accepted.

The Pass Office collects your forms and sends them to Transport Canada for processing. We verify all the information with you before sending these forms to speed up the process. If Pass Office Clerks do not review the forms and capture any errors, Transport Canada would send the entire package back and your pass application would restart at the end of the queue.
